I just reminded myself that the way they play the game they do not have five
offensive players on the field at the same time. So they have to use the
defenders who most always miss the entire goal. Most generally high but
sometimes they miss it wide or hit the goal frame and it boinks off. It is
really quite a funny game until one gets accustomed to it.

Here is what I would do to fix it...

No offsides rule except for the ones about the player cannot be in the goal
box ahead of the ball. That would open up the game right there.

Three officials on the "pitch". One on each end and one at midfield. And
every stoppage of play the two farthest from the ball trade places so they
all end up playing all thirds of the field about equally.

Video replay for goals, hand balls, and other various fouls and confusion.

No plastic horns in the stadium.

In other words, make it like American sports.
