There's no comparative rating system, so far as I know, so it's not so
any such selection process, i.e. 20 top referees in the world, won't
be so straightforward.

By assessors taught to assess by the same standards. Or so it should
be. Reality intrudes however. And there's little to nothing to take
into account any particular game's "degree of difficulty".
What FIFA could do better is developement of their badged referees
(not all EPL, SeriesA, etc. refs are FIFA refs you'll notice) by
getting more of them involved in top level and international matches.
Especially those from countries with weaker professional leagues.
Problem with doing a top whatever is that you could end up with an
English official refereeing a Englan-Italy quarter final.

Can you imagine that?

FIFA takes the (completely understandable IMO) stance that if you're
acredited to be a FIFA referee, then dammit, you're capable of doing
FIFA games.

I guarantee that within a given tournament, the bottom ranked
officials don't move on. that Saudi who did yesterdaay's game? Gone.
The guy from Mali? Same, won't see any more of him next round, even if
he has a good history.

In a way they need to, as the other Confeds would not take that lightly
when it comes to vote for Blatter.

The french referee Lannoy who represented France as well as the players has
already been sent home by FIFA after the Brazil - CIV game.
There were no french referees at EC08.
