There's no comparative rating system, so far as I know, so it's not so any such selection process, i.e. 20 top referees in the world, won't be so straightforward.

I suppose you could be right. I just think it's not a good idea to apply the concept of representativeness to World Cup referees. Teams, absolutely. Referees, not so much. Assuming there's a way of ranking referees all around the world, the very best among them should be at the World Cup (making sure there would be enough neutral referees for every match, of course).
