What's the deal with some of the jerseys on this world cup that look like
they have some black "tape" or "mesh" running diagonally in some spots, but
that not all players from the same team seem to have it?

It may be related to the material they used. I read a letter on the FT where
a Taiwanese guy (the speaker of such and such Taiwanese manufacturer
organisation) was claiming they had done most of the jerseys using recycled
plastic bottles.

I noticed that, too. the French had it, but more strangely, so did the
Germans on that black strip they wore against Argentina. The curious
thing was that they didn't all have it. Boateng and Scweinsteiger did,
Ozil and Mueller did not. What's the deal with that?

I've noticed it the most on the French jerseys, and thus why I posted a
separate article with a link to a FIFA picture from a French player where
it is really visible.

The fact that not all players have it could imply it's an add on, but the
strip is too perfect and nice that it has to be part of the shirt itself.
We're all puzzled here at the office.
