Is there any other way to win titles other than to spend truck loads
of money 'shrewdly'?

Can you give me an example of this method actually working in the last
twenty years?

You win titles by winning football matches, not by spending truck loads
of money on top players/managers. You win football matches by having
the best players/team - whether you "buy" the team or develop the team
doesnt really matter in the short term. In the long term it will make
or break a football club.

Money should be invested into facilities and development instead of money
grabbing players/managers. In the long run this is what will benefit
the football world, and the football associations should be laying down
rules and licensing conditions to ensure that facilities and development
are not neglected - for example the local players rules, wage caps,
spending caps etc..

The obvious example is man utd. Season by season they have always been
outspent (blackburn, then leeds, newcastle , then chelsea, liverpool) but
over the 90's have held their own - while the teams that tried to "buy"
the title collapsed and spiralled into debt - newcastle, leeds and
hopefully soon chelsea.

In particular when their team was made from
their own youngsters and developed talent - beckham, scholes, nevilles,
butt, etc.

All the while continuing to invest heavily in their stadium and raised
the capacity from 44,000 post Taylor-Report to 80,000. Their youth
facilities and player development - most players leave Old Trafford
better players than when they were signed .. and a stream of youth
players continue to rise through the ranks and make it to the first 11
at man utd and other top clubs.

Verona in Serie A, more than 20 years ago.

Chievo hasn't won the title, but they have done well with minimal capital.
