Ridiculous that he didn't give a pk for that handball; how could anyone deny
it wasn't deliberate. I have a hard time imagining that the ref couldn't
have seen it either.

Part of the problem is people thinking that it matters whether or not
it's deliberate in all cases. It doesn't.

No, of course it shouldn't. If your arm is out from your body, whether
you meant it or not, if it denies a goal-scoring chance: penalty.

Ideally, referees should not have to determine intent. Footballers are
far too dishonest and willing to con the referee to have judging their
honesty and sense of fair play as a critical aspect of officiating.
