BTW, we've probably refereed on some of the same tournaments and fields. I'm in RWC and have done club and co-ed game up and down the Peninsula.

An RC can only be given for the reasons listed in the laws and USB is not one of them. USB in the PA is definitely not a RC, for example goal-keeper time wasting on a restart, and I can think of a few others. I think Deeppe was thinking of certain potential USB type fouls, but without further context, that statement is not true. -- HASM
