I wonder if it's money (it's not a conclusion that it is).

Is there a trend of managers (Mourinho at Chelsea and yes Benitez at
Liverpool) throwing a hissy fit because an open checkbook isn't made
available?

Moyes, SAF and Wenger don't moan about that they get on with it.

If truth be told neither did Mourinho.

Mourinho's problem wasn't the money, it was not having a say in which
players Roman bought in against his wishes.

Maybe that's the sign of a good manager, being able to get the best out of
what you've got. Anyone can cover their own shortcomings by making a big
deal about not having enough money.
