Myung Bo Hong and Antonio Carbajal share the inglorious records of
most losses in World Cup finals: their NT have lost 8 matches when
they played. Then there is a bunch of players with 7 losses... and one
of them has actually won a WC! Can you name him?

Yes, of course, it must be Maradona. Argentina lost three matches in
WC1982 (Belgium, Italy and Brazil), 0 matches in 1986, 2 matches in
1990 (Cameroon and Germany), and 2 matches in 1994 (Bulgaria and
Romania). But the statement of the question was not correct: Maradona
did not play in the last two matches because of the ban.

Must be some Argentinian, whose team played not so successful
around the 78 title:
- 3 losses in 74 (1 in first group stage, 2 in second group stage)
- 1 loss in 78
- 3 losses in 82

The only players from the 78 era I could name without
checking are Ardiles, Luque, Fillol (the keeper) and
Kempes.

I'm guessing Luque, since I remember him from he early 80s. I don't
remember any of the others from the 1982 WC.
