If the lowest probability for any round is 0.0001, then surely the
highest allowable probability for any round is 0.9995?

Actually this isn't right...since 31 teams will need at least 0.0001,
the highest allowable probablity will be 0.9969.

You could have half the teams with 0.0005 and the other half with
0.9995 in the group phase, for instance.
