Yeah...I was thinking about the probability for winning the tournament
since that is the only place where you would want to put a 1 under the
current rules.

I think I have confused the issue enough, let's just say it's a good
idea.

Why is this? Is it a bad idea to award 1 in the group stage to a
"minnow" you are sure will be eliminated then? (Assuming it is, in
fact, eliminated in the group stage).
