I think this is completely against the Universal Declaration of Human
Rights. Article seven is crystal clear:

Article 7.

All are equal before the law and are entitled without any
discrimination to equal protection of the law. All are entitled to
equal protection against any discrimination in violation of this
Declaration and against any incitement to such discrimination.

I think FIFA should legislate immediately to bring the game under the
law.

All players should be allowed to play with their hands or the GK’s
should be banned of doing so.

The laws of the game do not prohibit a player who has played as
goalkeeper in the first half of a game from pulling on a normal jersey
and playing in the second half in a nonGK position (subject to limits on
subs of course). I have seen Jorge Campos do this.

Last time Mexico tried to do this with Campos, FIFA violated their
very own Laws of the Game and forbid Campos to play as forward.
