All squads were only 22 players in 1990. Wiki has Niall Quinn listed as
Ireland's third GK

What's the difference between a goalkeeper playing as a striker and a
midfielder playing as a defender? If Argentina had Javier Zanetti
listed in their squad as a midfielder, FIFA wouldn't stop him playing
as a defender would they?
Why do FIFA have a set number of goalkeepers in the squads and yet no
rules about the numbers of defenders or midfielders or forwards?

GK can use their hands.

Anyway, like I said, GK is recognized as a special position that get
special dispensation if you don't have enough cover. If your star
striker got injured -- you are out of luck. If you lose your Goalie,
you can fly in a replacement.

Well, may be they finally decided to plug the loop hole? :-)

The laws of the game know nothing about defenders, midfielders or
forwards.
