Technically, no. Brazil have only played in 6 finals. 1950 was a round
robin tournament.
Even more technically, W. Germany played in six finals. Unified Germany
in one (so far).

So you could call this a three way tie between Italy, W. Germany and
Brazil if you wanted to split hairs.

Let's keep splitting hairs: until WC'78 Brasilian football was headed by the
CBD (Brasilian Confederation of Sports), which handled multiple other
sports. Sometime between 1978 and 1982 it was "dissolved", ie, separated in
multiple associations for each sport. That's where the current football-only
association (Brasilian Confederation of Football - CBF) comes from.

You don't believe me? Just look at the team crest in the nt jersey. Up to
1978 it has the letters "CBD", from 1982 onwards it is "CBF".

So...
