I rest my case! People were treating this as my most suspect choice.

Surprised this one is that high. I didn't rate it as much of an upset
as Croatia had established themselves as top 10 in Europe in Euro 2006,
and had given Germany some problems in that tournament.

ELO's "about ratings" states:

The system was adapted to football by adding a weighting for the kind of
match, an adjustment for the home team advantage, and an adjustment for
goal difference in the match result.

So those upsets would have ranked higher, if not for "an adjustment for the
home team advantage".
