I know they were actually draws, but how about:

Scotland v Faroe Isles

05/06/1999 Euro 2000 Qualifiers 1-1
07/09/2002 Euro 2004 Qualifiers 2-2

I don't know what the difference in ranking points actually was, but
I'd be surprised if the Faroes weren't at least 50 above Scotland at
that time

I know several Faroe Islanders who still cringe with embarrassment at
their failure to secure victory in those two games....

Upsets were not ranked by the difference in ranking points, but by the
number of points exchanged, which is a measure of the unexpectedness of the
result.
