Because they are way less evil.

That would be Fluminense. The fla-Flu rivalry is older (as framengo
was originated from a Fluminense dissention) and more hyped at times,
but the hatred between Vasco-fla is way deeper. Plus, framengo and
Vasco have the two biggest fanbases among Rio de Janeiro teams, and
have nationally widespread following (making it a nationally
widespread rivalry).

Due to a matter of scale, I'd say. There's simply a lot less of them
around!

I think you have said it all. In any case (and, although I don't
actually hate them, let's include Botafogo too for more bilateral
relations), I'd say there's enough schadenfreude for everyone
involved :-)
