Of course it altered the outcome.

2-2 would have been a different game. The pressure would have been off
England.

They were caught out on the counter attack.

The fix doesn't have to be technological, but technological changes in
viewing will force an adaptation.

The one against the USA didn't alter the result at all. We won our
group, and England were second. That would remain unchanged.
