Nope it cannot although it can be blamed for the poor level of the
competition overall.
I mean, there aren't many goals in the first place, and about half of them
come from either keeper blunders, horrible defending or bad refereeing. More
than half of the teams are complete rubbish offensively and most of them
cannot defend at all. Where are the great offensive plays ? 90% of the goals
are counterstrikes or set pieces)

This is probably the worse WC I have ever seen. (my memories go up to WC86).
Italy 90 was boring footballwise (except for Milla and Cameroon's
freshness). This time, it's just ... bad ?

Totally disagree here. First of all, how can the Jabulani help
short passing? The difference is in the players, not the teams.
Uruguay, Chile, Paraguay, Ghana have shown great ball control,
passing, and work rate (especially the Chileans.) So has Argentina.
Brazil really hasn't been that great yet and today is a key test for
them--not just winning, but playing a lot better. Yesterday's
refereeing was disappointing the but results were fair and the
winners are good teams. This has been a great WC and from the draw
looks to get greater. Jesus, we're half way through the 16s and we
haven't had one shootout. Isn't that grounds for celebration?

I wish but no.

England : not able to get over the non goal even with 45 minutes left
and probably a referee that would have been very lenient with them
after that mistakes.
Italy : too old
France : Egos and divas can t play football
