Excuse me, but it is EXTREMELY unlikely that England and Slovenia
are going to be 1-2 in group C. Slovenia and USA is by far the most
likely possibility.

USA draw France B (most likely result in that match) and England beat
Slovenia (not exactly far fetched). Job done.

If standings remain after the last match... that quarter of the draw
is really heavy.
