This doesn't seem like rocket science, but then again you're no rocket
scientist.

If at the start of the decade, Serie A teams are regularly making the
final 4 (and on one occasion providing both finalists), yet by the end
of the decade they aren't even getting anyone past the QFs, and in
that same period, EPL teams are, at the end of the decade, providing 3
of the 4 Semi Finalists, it seems fairly reasonable to assume that the
EPL has surpassed Serie A in terms of quality.

I appreciate that Inter once beat Newcastle, and even managed to hold
their own in a close 5-1 loss to a mediocre Arsenal outfit, but if
your view is that Serie A is currently a better league than the EPL,
I'd be interested in selling you a bridge in Sydney that I have at a
reasonable price

Thanks, I did find it. Yes it's happened in many small leagues, where
one or two clubs dominate or far less games are played. Even if we get
out of the big 5 in Europe and see the next biggest leagues:
Netherlands - Only twice
Russia - Never (USSR only once)
Portugal - Only twice
Scotland - Only twice

The two big South American leagues cant be compared here because they
have a very different format. Far fewer league games are played.

Actually it already has. Liga de Quito won the Copa Libertadores in
2008 and the Copa Sudamericana in 2009.
